SHALIMAR PLANNING & ZONING BOARD
WEDNESDAY, MAY 5, 1999
Chairman Eddie Phillips called the regular Planning and Zoning Board meeting to order on Wednesday, May 5, 1999 at 6 p.m. at Town Hall Chambers. He led the Pledge of Allegiance to the Flag.
ROLL CALL FOR THE RECORD:OLD BUSINESS:
I. MINUTES OF THE APRIL 7, 1999 P & Z MEETING - Jimmy Jones moved to approve the minutes of the April 7, 1999 meeting as amended. It was seconded by Patty Culjak and passed unanimously.
NEW BUSINESS:
I. REVIEW APPLICATION FOR COMMERCIAL DEVELOPMENT BY BONEZZI - DEVELOPMENT ON A VACANT PARCEL BETWEEN THE DIXIE DINER AND THE JIFFY LUBE CAR WASH FRONTING EGLIN PARKWAY - David Campbell, architect for the project said that they would like to build a small office complex on their 1.6 acres. The Dixie Diner property and this office property are owned jointly. The site plan calls for 8,960 sq. ft. of office space. Mr. Bonezzi said that they do not have plans for the bank or the drive through yet but they have provided ample parking. They are going to close the direct access to the Diner and build a new access/exit at the new project for both properties. The dumpster is also to be utilized by both projects The road to the back of the offices is encroaching of the 10-ft. buffer, said Mr. Phillips. Mr. Bonezzi said they have agreed to put up an 8 ft. fence, but he said they could move the drive away from the fence Mr. Phillips said he wanted to see it in writing otherwise P & Z could not proceed. The offices will be one story units, also the bank will be one story said Mr. Campbell. Mrs. Bonnie Wick, a resident from Plew Ave. said that her biggest concern is the availability of parking spaces. There are enough parking spaces to make the offices 2-story and the bank even 3-story. Mr. Bonezzi said he will incorporate in the plans that each building will only be one story high. Mrs. Wilkinson said that the parking spaces seem to be too short, only 18 ft. but they need to be 19 ft. deep. Mr. Campbell said they have counted the two-foot overhang which Mrs. Wilkinson said is allowed. There is also a 24 ft. drive aisle for backing out of the spaces. Mrs. Culjak said that the pervious vs. impervious ratio seems to be incorrect. Mr. Campbell was asked whether the Town could rely on the note on page three of his plans and he answered YES. Mr. Bonezzi said that a lot of the flooding in the subdivision comes from within the different subdivisions and it floods in different areas. He thinks that if residents would bore holes into the hard pan which causes water to stand it would help considerably. Aside from that his company will do above and beyond what needs to be done. Mr. Campbell said they will put a berm around the SW corner area to store water on their site. The retention area is at 5 ft. Contour. The berm will actually put it up to 8 feet. Joey Crews said that the Water and Sewer Department last looked at the water capacity in 1996. They will look at it; also whether Bonezzi can tie into the drainage system at Eglin Parkway. One suggestion is to lower the intake on Eglin which would help when the water coming from Port Dixie rushes across Eglin Parkway and onto the land. Patty Culjak wanted to know how the electrical poles where situated and was told that all utilities were going underground. The site lighting has not been designed. Mr. Campbell thinks it will be low yellow sodium light at a height of about 8-10 feet. Patty Monroe wanted to know whether the air conditioning units would go to the back of the buildings. Mr. Bonezzi said that air conditionings typically are in the rear or the side of homes. They will be small units with noise levels comparable to those of homeowners'. The fences currently in place will stay, and new ones at 8 ft. will be built. Things still to be done:
Jimmy Jones moved to forward the project to Town Commission for their approval with the discussed changes. Also, all necessary documents have to be provided prior to building permit approval . It was seconded by Patty Culjak and passed unanimously.
David Campbell said that the DEP storm water approval takes 6-8 weeks, some of the other concurrencies will be available for the meeting. They will also have a meeting with DOT before submitting the permit application.
