SHALIMAR PLANNING AND ZONING BOARD

REGULAR MEETING – MARCH 29, 2000

The regular meeting of the Shalimar Planning and Zoning Board was called to order by Chairman Eddie Phillips on Wednesday, March 29, 2000 at 6:45 p.m. He led the Pledge of Allegiance to the Flag.

Others present at the meeting were Johann Behnken, Hank Burns, Gary Combs, and David and Jill Miller.

OLD BUSINESS:

I. APPROVAL OF THE MINUTES OF THE FEBRUARY 23, 2000 MEETING – Patty Culjak moved to approve the minutes of the Feb. 23, 2000 meeting as written. It was seconded by Roy Pimental and passed unanimously.

II. STATUS OF APPOINTMENT OF MITIGATION REPRESENTATIVE - Resident Gene Tucker volunteered to be the representative. It is suggested that he give a report to P & Z after his meetings with the mitigation board at the W&S building. He should be on the April agenda.

III. TOWN HALL VARIANCE REQUEST ON SWEET GUM TREE REMOVAL – Patty Culjak moved to take this item off the table and bring it back for discussion. It was seconded by Ursel Behnken and passed unanimously. A drawing was available for the property and placement of sheds in the back of Town Hall. Mayor Gary Combs was available and apologized for not being there the last meeting. It is envisioned that a 20x20 carport should be put where the dumpster is now. To accommodate that the gum tree needs to be removed, and several other stumps also. This new property was bought for maximum use of parking, as the lot next to Town Hall could be fenced in any time, if the owner wants to. The Mayor said that the grant for Town Hall went through its first step in Tallahassee. It is now forwarded to Atlanta. Chairman Eddie Phillips said that the Mayor only asked for a variance for the gum tree and a pine tree, but now he is asking for more trees to be cut down. He would have to come back with a drawing of which trees need to come down, and ask for a special meeting. The chairman said that the Mayor could not ask P & Z to design the parking lot for him. Roy Pimental pointed out that P & Z does not have the power to do that, besides, is a parking lot a good reason to cut down all the trees. Jimmy Jones said it ranks right up there with cutting down trees for building a house, a pool, a driveway – but we still need a letter of what is needed. The Mayor said that Jeff Dowda wanted the pine tree removed because he does not want to clean up all the pine needles. The board feels that this is not a valid reason to cut down a tree. Roy Pimental moved to allow cutting the sweet gum tree. It was seconded by Jimmy Jones and passed unanimously.

NEW BUSINESS:

I. VARIANCE REQUEST BY MR. AND MRS. MILLER - 14 OLD FERRY ROAD PARKING ON THE TOWN EASEMENT – Hank Bruns, landscape architect, presented a master plan for Miller’s egress/ingress, additional parking and beautification. He presented a letter from neighbors, who are in favor of the changes. The addition of parking on Town easement is requested because of a safety concern. Mr. Miller said that his vision is obstructed by telephone poles, a speed limit sign, and the yellow "children playing" sign. On the side of the commercial property his vision is obstructed by parked cars. The P & Z board still needs the permeable vs. impermeable numbers. Patty Culjak moved to approve the variance contingent upon computation of the pervious/impervious ratio. It was seconded by Jimmy Jones and passed unanimously.

II. ADDITIONAL ITEM PRESENTED BY THE MAYOR – The Mayor presented the drawing of the 5 oak trees needed to be cut down to gain the parking spaces needed for Town Hall. Roy Pimental moved to approve to cut the 5 oak trees. It was seconded by Jimmy Jones and passed 4-1.

ADJOURNMENT: Roy Pimental moved to adjourn the meeting at 8:05 p.m. It was seconded by Jimmy Jones and passed unanimously.
