Town of Shalimar

Commission Meeting

September 10, 2002

 

CALL TO ORDER:  Mayor Pro-Tem Elaine Tucker called the meeting to order at 5:59 p.m. in Town Hall chambers.  She led the “Pledge of Allegiance” to the Flag.

 

ROLL CALL FOR THE RECORD:

          Mayor Gary Combs :  absent

          Mayor Pro-Tem Elaine Tucker :  present

          Commissioner John Henderson:  present

          Commissioner Kevin Reeves :  present

          Commissioner Jerry McCallister :  present

 

Others in attendance:  Town Manager Tom Burns, Maintenance Supervisor Jeff Dowda,  Town Attorney representative Lisa Spencer, Town residents Rik and Monique Larson and BFI representative Jackie Pilcher.

 

P&Z BOARD REVIEW:  There is no Planning and Zoning business to approve.

 

OLD BUSINESS:

I.       APPROVE MINUTES OF AUGUST 13, 2002 TOWN COMMISSION MEETING -- Commissioner Henderson moved to approve the minutes of the Commission meeting as written.  Commissioner McCallister seconded the motion and it passed unanimously.

 

II.      TOWN ATTORNEY REPORT – Town Attorney, Mike Chesser was not present and the town’s legal representative, Lisa Spencer had no business.

 

III.     UPDATE ON CLIFFORD DRAINAGE/CHEROKEE RIGHT TURN LANE PROJECTS – Town Manager, Tom Burns relayed that the town has received the necessary permits from the Department of Transportation and Environmental Protection Agency.  He also mentioned that the engineer will now proceed with the bid process.  The town has still not received the final easement agreement from Herndon Oil as it was returned for witnesses signatures.

 

NEW BUSINESS:

I.       TOWN RESIDENTS’ TIME – Resident, Rik Larson, said that he was having problems with stray cats again and needed to borrow the town’s trap.

 

Commissioner Tucker thanked everyone for their time and encouragement during her County Commission campaign.

 

MAYOR COMBS’ REPORT:

I.       OKALOOSA COUNTY LEAGUE OF CITIES REPORT – Mayor Pro-Tem Elaine Tucker attended the League of Cities lunch.  At the lunch, they discussed the League of Cities convention in Boca Raton and the fact that the PAWS issue was removed from the Board of County Commissioners meeting agenda.

 

COMMISSIONER TUCKER’S REPORT:

Mayor Pro-Tem Tucker’s official resignation date will be 18 November, so she will be at both the October and November meetings.

 

COMMISSIONER REEVES’ REPORT:

Commissioner Reeves had no new business

 

COMMISSIONER HENDERSON’S REPORT:

I.        POKER RUN UPDATE – Commissioner Henderson asked if the “thank-you’s” for the businesses that helped out with the Poker Run had been posted on the marquee.  Deputy Town Clerk Tina Smith stated that they had not.  It was decided that the town would thank the businesses in the upcoming September Tidbits and make sure that all of the businesses that are listed receive a copy.  Mayor Pro-Tem Tucker said that no one knew yet who won the best dock and that a party was being planned for all of the dock workers.

 

COMMISSIONER McCALLISTER’S REPORT:

I.        FY03 BUDGET REPORT – Commissioner McCallister handed out the end-of-month statement.  Mayor Pro-Tem Tucker stated that the town is better financially than they have ever been. 

 

POLICE REPORT:

I.        MONTHLY ACTIVITY REPORT – Chief Self did not attend the meeting.  The Monthly Activity Report was reviewed and there were no questions.

 

TOWN MANAGER UPDATE:

After the Clifford Road and Cherokee Turn Lane projects are underway, the town commission can discuss the details of the remaining capital improvement projects budgeted for FY03.

 

The check presentation for the Cherokee Park improvement grant will be done at the League of Cities dinner on Thursday, September 19, 2002 . 

 

ANNOUNCEMENTS:

Final Budget Hearing – SEPTEMBER 17, 2002 at 5:30 p.m.

Next Planning and Zoning Meeting – SEPTEMBER 25, 2002 at 6:00 p.m.   

Next Commission Meeting – OCTOBER 8, 2002 at 6:00 p.m.

 

ADJOURNMENT:  Commissioner Henderson moved to adjourn at 6:20 p.m.   The motion was seconded by Commissioner McCallister and it passed unanimously.
