Town of Shalimar

Commission Meeting

December 10, 2002

 

 

CALL TO ORDER:  Mayor Gary Combs called the meeting to order at 6:00 p.m. in Town Hall chambers.  He led the “Pledge of Allegiance” to the Flag.

Others in attendance:  Town Manager Tom Burns, Deputy Town Clerk Tina Smith, Police Chief Charles Self, Maintenance Supervisor Jeff Dowda,  Police Patrolman John Cash, Town Attorney Mike Chesser , Engineer representative Bill Paxton and resident Elaine Tucker .

 

P&Z BOARD REVIEW:  There is no Planning and Zoning business to approve.

 

OLD BUSINESS:  

I.

 

APPROVE MINUTES OF NOVEMBER 12, 2002 TOWN COMMISSION MEETING -- Commissioner Henderson moved to approve the minutes of the Commission meeting as written.  Commissioner Reeves seconded the motion and it passed unanimously.  Mayor Combs suggested getting the meeting information to Commissioner Reeves someway other than e-mail.  It was decided that everything would be faxed to Commissioner Reeves before the meetings.

TOWN ATTORNEY REPORT -- (This agenda item was skipped and discussed later because the attorney had not yet arrived.)

III.

 

UPDATE ON CLIFFORD DRAINAGE/CHEROKEE RIGHT TURN LANE PROJECTS – Mayor Combs briefed that he met with Town Manager Burns, Engineers Bills Paxton and Mark Shaeffer, and APAC representative Curtis George.  Mayor Combs would like authorization from the commission to give him the power to do whatever needs to be done in his negations with APAC.  Commissioner Henderson moved to give the mayor the authorization to negotiate the contract independently with APAC, not to exceed $95,000.  After some discussion, Commissioner Reeves seconded the motion and it passed unanimously.

Attorney Mike Chesser entered the meeting at 6:07 .

IV.

 

ADMINISTRATION POLICY AMENDMENT RESOLUTION #2003-01 – ADDING POLICE CONTRACT AND NO SMOKING IN VEHICLES -- Commissioner Henderson moved to approve Resolution 2003-01 as written.  Commissioner Reeves seconded the motion and it passed unanimously.

V.

 

PAWS CONTRACT -- Commissioner Henderson moved to approve the PAWS contract pending approval of the PAWS people.  Commissioner Reeves seconded the motion and it passed unanimously.  Attorney Mike Chesser asked that something be added to the contract in reference to euthanising an animal before the owner finds it.  Attorney Chesser is concerned that a case may arise where a family pet is euthanised and the owner will feel that the Town of Shalimar is at fault.  Mayor Combs asked him to draft up a sentence to add to the contract referencing this.

PARKING ENFORCEMENT – Attorney Chesser stated that the Police Department is already able to write tickets for parking infractions.  He also added that the town is responsible for identifying all areas where parking is prohibited.  Attorney Chesser will get together with Chief Self to draft up the new Town of Shalimar parking tickets.

TOWN ATTORNEY REPORT -- (This agenda item was skipped earlier.)   The information that Attorney Mike Chesser has been researching will be discussed in agenda items IV, V and VI.  He had no new business.

 

NEW BUSINESS:  

I.

 

TOWN RESIDENTS' TIME – MAYOR COMBS – County Commissioner Tucker reported to the Town Commission that there will be a special PAWS meeting at the water and sewer building on January 11.  The mayor asked that Town Manager Tom Burns attend the meeting.

 

 

 

 

 

 

 

MAYOR COMBS’ REPORT:

I.

 

OKALOOSA COUNTY LEAGUE OF CITIES REPORT – Mayor Combs reported that the next League of Cities lunch will be held at the Shalimar Town Hall so that he and Deputy Clerk Tina Smith can brief the other cities on the basic workings of a web site and give them a preview of a possible web site for their organization.

 

 

 

 

 

 

 

COMMISSIONER LARSON'S REPORT:  

Commissioner Larson was not present.

 

COMMISSIONER REEVES’ REPORT:  

Commissioner Reeves had nothing to report.

 

COMMISSIONER HENDERSON’S REPORT:  

Commissioner Henderson reminded everyone that the Children’s Christmas party was after the meeting.

 

COMMISSIONER McCALLISTER’S REPORT:

I.

 

FY03 BUDGET REPORT – Commissioner McCallister was not present but Town Manager Burns attached the budget reports to everyone’s meeting information.  He stated that there are some known shortfalls that will be addressed at the 6 month line item review.

 

 

 

 

 

 

POLICE REPORT:  

I.

 

MONTHLY ACTIVITY REPORT – The monthly activity report for the police was attached and the mayor reminded Chief Self that parking tickets will need to be added to the monthly totals soon.

 

 

 

 

TOWN MANAGER UPDATE:

Town Manager Burns stated that he is still awaiting the survey for Cherokee Park .  He will call the surveyor and make sure it will be at town hall before the workshop tomorrow night.

 

ANNOUNCEMENTS:  

DECEMBER 11, 2002  -- Cherokee Park Workshop at 5:00 p.m.

JANUARY 15, 2002  -- Next Commission Meeting at 6:00 p.m.  

 

ADJOURNMENT:  Commissioner Henderson moved to adjourn the meeting at 6:30 .  Commissioner Reeves seconded the motion and it passed unanimously.
